SB 1576 set forth the requirements of a mattress stewardship program. Adopted rules further clarify the law.

Oregon Mattress Stewardship Program Plan

MRC initially submitted its program plan to Oregon’s Department of Environmental Quality (DEQ) on Sept. 29, 2023. After a 90-day review, DEQ rejected the plan and responded with questions. MRC submitted a revised plan on Feb. 26, 2024. After a 45-day review, DEQ rejected the revisions and provided additional comments. MRC has 60-days to submit a new plan.

Obligations vary depending on what role the company plays in the manufacturing, renovation, distribution, and sale of mattresses and box springs.

Affected retailers, manufacturers, distributors, importers and renovators should register on this online portal in order to receive important updates as the law is fully implemented and the program develops.
