Connecticut’s Public Act 13-42 (as amended) requires mattress manufacturers to create a statewide recycling program for mattresses and box springs discarded in the state.

Annual Reports

During the 2024-2025 fiscal year, MRC’s Bye Bye Mattress program in Connecticut collected 212,789 mattresses and recyclers diverted 3,643 tons of material from the waste stream. This reporting period is also the close of the program’s first decade, and MRC’s achievements reflect the program’s ongoing value to residents, businesses and communities statewide. Legal Obligations for Retailers, Producers and Importers

Obligations vary depending on what role a company plays in the manufacturing, distribution, sale, or renovation of mattresses and box springs. Businesses not complying with the law can be prohibited from selling their products in Connecticut and face financial penalties.

Approved Program Plan

Connecticut Department of Energy and Environmental Protection approved the Connecticut Mattress Stewardship Plan on Dec. 31, 2024, allowing the program to begin on May 1, 2015.
